One float from the HMAC stream: pocket = floor(float × 37), so each of the 37 pockets has exactly a 1/37 chance.
Payouts are the table's: a straight number pays 35:1 (returns 36×), red/black, odd/even and low/high pay 1:1, dozens and columns pay 2:1. Every bet has the same expected return: a straight number wins 1/37 of the time for 36 units, so 36/37 = 97.30%. Red wins 18/37 for 2 units: 36/37 again. The house edge is the zero: 1/37 = 2.70%, whatever you cover.
Stacking several chips does not change the edge; it only changes how the same 2.70% is spread across outcomes.
